Safety Communication: How to Build a System Employees Actually Hear
Most organizations communicate about safety.
There are toolbox talks. Posters hang on bulletin boards. Emails go out after incidents. Employees complete annual training. A supervisor might review a safety topic before the start of a shift.
But communicating about safety is not necessarily the same as having an effective safety communication system.
That distinction matters.
Communication is one of the primary ways employees determine what an organization actually values. Policies can say safety is a priority, but employees form their perceptions from what they repeatedly see and hear: what supervisors talk about, what leaders emphasize, what gets communicated after something goes wrong, whether employees receive feedback after raising concerns, and whether production messages consistently overwhelm safety messages.
In other words, safety communication does more than transfer information.
It sends a signal about how important safety really is.
That makes communication both an important component of a safety management system and a powerful influence on safety climate.
ANSI/ASSP Z10 Treats Communication as a System
ANSI/ASSP Z10.0-2019 does not leave safety communication to chance.
Section 7.3, Awareness and Communication, requires organizations to establish a process that determines what information will be communicated, when it will be communicated, to whom it will be communicated, and how it will be communicated. The standard also requires organizations to consider factors such as language, culture, literacy and disability when determining communication needs.
That is an important distinction.
Z10 does not simply say, “Communicate safety information.”
It calls for a communication process.
The standard identifies a surprisingly broad range of information that should move through that process, including the organization’s safety policy and objectives, progress toward implementation plans, lessons from incident investigations, relevant hazards and controls, the effects of organizational and leadership decisions on safety, and workers’ authority to stop work under dangerous or uncertain conditions. It also calls for prompt reporting of incidents and hazards and encourages workers to recommend improvements.
The explanatory guidance goes further. Z10 describes clear and timely communication as an important success factor in risk management and emphasizes both distributing information and obtaining and responding to worker input. Relevant information should not merely be sent—it should be received and understandable.
That last point may be the most important.
An email sent is not necessarily communication achieved.
A poster displayed is not necessarily a message understood.
A toolbox talk delivered is not necessarily a workforce engaged.
Organizations need to think about communication as a system with multiple channels, repeated exposure, feedback loops and ways to determine whether important information is actually reaching people.
Safety Communication Also Shapes Safety Climate
Safety climate is essentially the workforce’s shared perception of how much an organization truly values safety.
Employees are constantly collecting evidence to answer that question.
What happens when production and safety conflict?
Does management invest money to correct hazards?
Does a supervisor stop a job when something does not look right?
What happens to someone who reports a mistake?
What do leaders spend their time talking about?
Communication contributes directly to that evidence.
Research involving more than 5,000 workers found that the quality of supervisor safety communication contributed to safety outcomes beyond broader measures of organizational and group safety climate. Importantly, the researchers defined communication in both directions: supervisors providing useful safety information to workers and workers feeling comfortable raising safety issues with supervisors. A broader systematic review similarly identified communication climate, communication effectiveness, communication mechanisms and communication satisfaction as important components connecting safety communication with safety commitment. Open, two-way communication was particularly important. (PubMed Central (PMC))
That means organizations should stop viewing safety communication exclusively as information distribution.
Communication is also a leadership behavior.
Every safety message tells employees something about the organization sending it.
The Way You Frame the Message Matters
Consider three ways to introduce the exact same lockout training.
Compliance framing:
“Annual lockout training is required and must be completed by Friday.”
Performance framing:
“Completing our lockout training will help us achieve our annual safety training target.”
Care framing:
“Unexpected equipment startup can permanently change someone’s life. We want everyone who services our equipment to understand exactly how to control hazardous energy and feel confident stopping when something isn’t right.”
All three messages can precede the same technically accurate lockout training.
But they do not communicate the same thing.
The first says this is an obligation.
The second says this is a metric.
The third says your safety matters to us.
Compliance and metrics have legitimate places in a safety management system. Organizations need to satisfy requirements and measure performance. But those are usually poor answers to the employee’s unspoken question:
Why does the organization want me to do this?
There is evidence behind this distinction. Research has found relationships between perceived organizational support and positive safety perceptions and behaviors. (PubMed) Research into message framing has also found that gain-framed safety messages can improve engagement under certain circumstances. (CDC Stacks)
More recently, a 2026 experiment involving frontline power-industry employees compared empathy-based, neutral and blame-based managerial messages following a safety event. Employees receiving the empathy-based communication reported more positive emotional responses, greater trust in management, greater psychological safety and stronger reporting intentions. The lesson is not that every poster needs to say “we care.”
Employees recognize hollow slogans quickly.
The lesson is that safety communication should consistently explain the human reason behind the requirement.
“We require hearing protection because OSHA requires it” communicates compliance.
“We don’t want years of work here to cost you your hearing” communicates purpose.
Both statements can be true. Only one tells employees why the organization cares.
Start Simple: Build Communication Into the Workday
An effective communication strategy does not require expensive technology.
In fact, organizations struggling with communication should usually begin with the channels they already have.
Pre-Shift Safety Huddles
A three- to five-minute safety discussion at the beginning of a shift can create repeated exposure to safety information without becoming another formal training program.
The key is keeping it relevant.
Instead of cycling through generic topics, discuss what employees are actually about to encounter:
unusual work scheduled that day,
contractors working in the area,
equipment that is out of service,
a recent near miss,
weather conditions,
a change in a process,
or a hazard identified on another shift.
And leave time for one question:
“Is there anything today that could make your job harder to do safely?”
That turns a briefing into two-way communication.
Entrance and Timeclock Communication
Put important information where employees naturally stop.
Entrances, timeclocks, breakrooms, cafeterias, locker rooms and common walkways are valuable communication locations because employees do not have to seek the information out.
But rotate the material.
The safety poster that has been hanging in the same location for two years has effectively become wallpaper.
Printed Flyers and Take-Home Materials
Print is not obsolete.
For major changes, campaigns or seasonal hazards, a simple one-page handout may reach employees more effectively than a ten-paragraph email.
For organizations where employees’ families are part of company events or communications, some safety messages can even extend beyond the workplace. Hearing conservation, heat illness prevention, electrical safety, driving and emergency preparedness all have obvious applications at home.
That subtly reinforces another message: we care about what happens to you after you leave work too.
Existing Social Media Channels
Organizations already using internal Facebook groups, employee apps, Teams communities or similar channels can incorporate short safety messages into the same communication stream employees already follow.
Don’t create another platform unless you need one.
Bring safety into the platforms people already use.
Build a Multi-Channel Communication System
Once the basics work, organizations can begin deliberately designing a communication network.
The objective should not be to find one perfect communication method.
It should be to create multiple opportunities for important information to reach employees.
A serious safety message might appear in a pre-shift huddle, on a breakroom television, in an employee text message and on a supervisor’s talking-point sheet.
That repetition is not necessarily redundant. Different employees consume information differently, work different shifts and have different levels of access to technology.
Digital Television Displays
Televisions and digital signage can turn unused wall space into continuously changing communication channels.
Instead of displaying injury statistics all day, rotate content:
6:00–8:00: Today’s safety focus
8:00–10:00: Recent corrective action completed
10:00–12:00: Employee safety recognition
12:00–2:00: Near-miss lesson learned
2:00–4:00: Short technical safety message
The screen becomes more useful when employees expect it to contain new information.
Automated Text Messaging
SMS can be especially useful for urgent or high-value communication.
Examples include:
“High heat index expected tomorrow. Additional cool-down stations will be available in Departments 2 and 4.”
“Reminder: the west employee entrance will be closed tomorrow. Do not enter through the construction area.”
“Thank you to the second-shift team that reported the damaged rack yesterday. The rack has been removed from service and replaced.”
That last example is particularly valuable.
Organizations frequently ask employees to report hazards but fail to communicate what happened afterward.
Closing that loop demonstrates that reporting produces action.
Scrolling LED Message Boards
LED message boards are inexpensive compared with many industrial communication systems, extremely visible and capable of changing messages instantly.
Placed at an employee entrance, parking-lot exit, cafeteria or major production intersection, a board could rotate messages such as:
87 DAYS WITHOUT A HAND INJURY — KEEP HANDS OUT OF THE LINE OF FIRE
3 HAZARDS REPORTED THIS WEEK — 3 CORRECTED
HIGH HEAT TOMORROW — HYDRATE BEFORE YOUR SHIFT
The advantage is immediacy. The message can change with the conditions of the workplace rather than remaining static for weeks.
Go Further: Bring Safety Information to the Point of Work
The next generation of safety communication should become increasingly contextual.
Instead of asking, “How do we communicate this to everybody?” organizations can begin asking:
“How do we put the right information in front of the right employee at the moment it becomes useful?”
That opens several interesting possibilities.
NFC Tags at Equipment
QR codes are already common, but Near Field Communication (NFC) tags offer another option.
An inexpensive NFC tag attached to a machine can allow an employee to tap it with a compatible device and immediately access:
the current machine-specific lockout procedure,
safety data,
inspection forms,
operating instructions,
recent safety alerts,
or a hazard-reporting form.
Unlike a traditional sign, the physical tag can remain in place while the digital information behind it changes.
The communication effectively becomes attached to the hazard.
Safety Messages Through Existing Machine Interfaces
Modern manufacturing facilities are filled with screens that were never installed for safety communication: HMIs, production dashboards, Andon boards, warehouse terminals and operator workstations.
Where technically appropriate and without interfering with safety-critical machine functions, organizations can explore using existing information infrastructure to display short safety communications.
Imagine an operator logging into a workstation and seeing:
TODAY’S CHANGE: Maintenance replaced the guarding on Line 3. Report any alignment issues before operation.
Safety no longer lives on a separate bulletin board. It becomes part of the operating environment.
Location- or Role-Targeted Communication
Organizations with employee applications, connected devices or sophisticated frontline platforms can move beyond sending every message to every employee.
A maintenance employee does not necessarily need the same information as a forklift operator. Third shift may not need an alert about work that will be completed before they arrive.
Modern frontline communication platforms can increasingly target information by team, role or location. Microsoft, for example, supports targeted frontline communication through Teams and provides push-to-talk communication through its Walkie Talkie functionality on mobile and ruggedized devices. The principle is important even if an organization uses different technology:
Reduce communication noise by increasing relevance.
If employees receive 50 messages that do not apply to them, they are more likely to ignore message 51 when it does.
Augmented-Reality Work Instructions
A more advanced possibility is augmented reality.
Smart glasses and similar systems are already being studied and deployed in industrial settings to provide workers with context-specific instructions while they perform tasks. Research on industrial augmented-reality smart glasses has specifically examined their use for assembly instructions, training and operator support. (ScienceDirect)
The safety application is obvious.
Instead of teaching a worker during orientation that a valve must be isolated, an AR system could eventually identify the valve during the task and display the applicable instruction directly within the worker’s field of view.
This should never substitute for competent workers, sound procedures or effective energy control. But it illustrates where communication technology is heading:
from information available somewhere to information available exactly where it is needed.
AI-Powered Safety Communication
Artificial intelligence creates another opportunity.
Most organizations already possess enormous amounts of safety information: incident reports, corrective actions, procedures, inspection findings, risk assessments and training material.
The problem is often retrieving the right piece of it.
A properly governed internal AI assistant could allow a worker or supervisor to ask:
“What PPE is required for this chemical?”
“What changed after the last incident on this line?”
“Show me the lockout procedure for Press 14.”
“How do I report a near miss?”
Instead of expecting employees to navigate folders, binders and databases, the communication system becomes conversational.
The important word is governed. Safety-critical answers must come from controlled, approved information rather than an unrestricted AI system generating an answer from general knowledge.
Used correctly, however, AI may eventually become less of a content creator and more of an interface between employees and the organization’s existing safety management system.
Communication Must Go Up, Not Just Down
Perhaps the biggest mistake organizations make is equating communication with broadcasting.
A mature communication system has a return path.
Employees need simple ways to:
report hazards,
ask questions,
challenge unclear instructions,
suggest improvements,
report near misses,
and tell management when planned work differs from how work is actually performed.
That is also consistent with Z10’s emphasis on worker recommendations, reporting and feedback.
Technology can help here too.
Put a QR code or NFC tag near a production area that opens a two-minute hazard report.
Allow employees to text a dedicated reporting number.
Put a “Report a Hazard” button on the employee intranet.
Let employees submit a photo.
Then do something many organizations forget:
Tell them what happened next.
“We received your concern.”
“We evaluated it.”
“Here is what we changed.”
Or even:
“We evaluated it and decided not to make the requested change. Here is why.”
Closing the communication loop may be more important to safety climate than sending another poster telling employees to speak up.
Measure Communication Like Any Other Safety Process
If communication is part of the safety management system, organizations should evaluate whether it works.
Do not measure only activity.
“We conducted 48 toolbox talks this month” tells you that communication occurred.
It does not tell you whether communication was effective.
Better questions include:
Reach: Did the intended employees receive the information?
Understanding: Did they understand what was communicated?
Relevance: Did employees believe the information applied to their work?
Timeliness: Did they receive it before they needed it?
Participation: Are employees responding, asking questions and providing information back?
Closure: Are employees receiving feedback after reporting concerns?
Perception: Do employees believe management communicates openly and genuinely about safety?
That final measure connects the management system back to safety climate.
You Don’t Need the Technology to Start
A sophisticated communication system could eventually include digital signage, automated SMS, NFC tags, employee applications, targeted frontline platforms, augmented reality and AI.
But none of those technologies can fix the wrong message.
An organization with a $100,000 digital communication system can still communicate:
“Don’t get hurt because it hurts our numbers.”
A supervisor standing in front of six employees with no technology whatsoever can communicate:
“I want everyone leaving here in the same condition they arrived. Here’s what we’re worried about today, and I need you to tell me if we’ve missed something.”
The second organization may have the more effective safety communication system.
Technology expands reach.
Systems create consistency.
But the message still matters.
Every communication is an opportunity to provide information, invite participation and reinforce what the organization values.
Used deliberately, safety communication does more than tell employees how to work safely.
It demonstrates why the organization wants them to.
